This is original art from Action Comics #660 titled "Certain Death". Art (pencils) by Bob Mcleod and inks by Brett Breeding.  This is a key issue as it features the "Death" of the original Lex Luthor who's brain was saved and implanted in his clones body, the world thought this was Lex Luthor's son but in fact it was him in  a new body. These 2 pages are the 2 pages that show the "Death" of the Original Lex Luthor who had been around since the 1930's. A very historical piece of art.  This original art comes professionally matted using archival tape.
